    JOB TITLE:  Human Resources Specialist

    CLASSIFICATION: Full-time, Non-exempt

    PRIORITY DEADLINE:  September 12, 2024

    COMPENSATION:  Minimum Starting Salary $42,000

    DIVISION:  Finance and Operation

    DEPARTMENT:  Human Resources

    REPORTS TO:  Director of Human Resources

    SUPERVISES:  Not Applicable

    MINIMUM REQUIREMENTS: 

    • Associate’s degree in related field and 5 or more years of experience in Human Resources

    PREFERRED QUALIFICATIONS:

    • Bachelor degree in related field and 5 or more years of experience in Human Resources
    • Excellent verbal and written communication skills
    • Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy
    • Excellent organizational skills and attention to detail
    • Proficient with Microsoft Office Suite or related software
    • Proficient with or the ability to quickly learn payroll management, human resource information system (HRIS), and similar computer applications
    • In-depth knowledge of Human Resources practices and processes

    POSITION SUMMARY:  

    The Human Resource Specialist provides support for all Human Resource essential functions and supports day-to day operations providing effective and efficient operations of Northern Pennsylvania Regional College’s Human Resource department.  Ultimately, fostering a healthy workplace environment by ensuring all Human Resources procedures run smoothly at all times.

    ESSENTIAL FUNCTIONS:

    Primary Responsibilities

    • Prepare and process payroll, collect, and enter payroll data and deductions
    • Acts as a liaison between the organization and external benefits providers and vendors, which may include health, vison, dental, life, disability, and retirement plan providers
    • Onboard new employees, providing information to new employees regarding College policies, procedures, and the employee handbook
    • Maintain accurate and up-to-date Human Resource (HR) files, records, and documentation
    • Collaborate with other divisional and departmental leadership to post open positions as directed

    Additional Responsibilities

    • Answer frequently asked questions from applicants and employees
    • Communicate clearly, respectfully, and accurately
    • Maintain the integrity and confidentiality of human resource files and records
    • Perform periodic audits of HR files and records to ensure HR files and records contain required documents
    • Assist with planning and execution of special events such as benefits enrollment and College-wide meetings
    • Support and assists search committees and manages job search documentation
    • Assist employees with completion of required background and history checks
    • Facilitate completion of required training and development initiatives
    • Assist in development and implementation of human resource policies, procedures, and annual update to employee handbook
    • Undertake tasks associated with performance management as directed
    • Track data and prepare reports as requested

    ADDITIONAL ELIGIBILITY REQUIREMENTS:

    • Consistent access to a vehicle and/or reliable means to get to work on time every workday

    CLEARANCE REQUIREMENTS:

    Must be able to obtain the following clearances and training:

    • PA Child Abuse History Clearance
    • Pennsylvania Access To Criminal History Record Check
    • Federal Criminal History Background Check
    • Training Certificate - Mandated and Permissive Reporting in Pennsylvania

    PHYSICAL REQUIREMENTS:

    • Prolonged periods of sitting at a desk and working on a computer
    • Must be able to occasionally lift and/or move up to 15 lbs./6.8 kg.

    WORKING CONDITIONS/WORK SCHEDULE:

    • Office assignment contingent upon business need
    • Work hours- 8:30 am to 5:00 pm, Monday thru Thursday, and 8:30 am to 4:30 pm Friday
    • Notwithstanding the office hours, full-time salaried employees are expected to work 40 hours weekly

    TRAVEL REQUIREMENTS:

    • Periodic travel throughout the College’s service region may be required. Proof of ability to travel to and from any location within the College’s service region.
    • Ability to access reliable transportation

    OTHER DUTIES:

    • Perform other duties as assigned
